IOEMA is supported by a management team, advisory board, and partner network with more than 200 years of combined experience in submarine cables, offshore infrastructure, and complex cross‑border project delivery, providing the technical depth, operational discipline, and industry credibility required to execute a multi‑country subsea platform at scale.

Executive Management Team

IOEMA has a clear focus on open access, operational resilience, and long-term utility. The platform is intended to support a broad range of customers and connectivity requirements without compromising its core purpose as dependable subsea telecommunications infrastructure.

ECKHARD BRUCKSCHEN

CHIEF EXECUTIVE OFFICER

Eckhard Bruckschen is the CEO/Owner of IOEMA-1 Holding B.V.. He is a Master Mariner and MBA with more than 35 years of experience in the offshore submarine cable industry. He has operational experience of plough and trenching/ROV operations; fibre optic, power, umbilical, and flexible pipe installation; remedial works; and burial and bridge operations. His onshore experience includes FEED studies, project construction and installation management, equipment development, capital budget management, and system support and engineering, as well as bid management and sales. He has installed and managed more than 40,000 km of submarine fibre optic cables and 2,500 km of submarine power cables worldwide.

Chris Schmorleiz is the Project Controller and Landing Points Project Manager for IOEMA-1 Holding B.V.. He is a Construction Manager specialising in process refinement and stakeholder management.

Following early careers in Process Control Engineering and Firefighting, Andrew has accumulated over 25 years’ experience in telecoms & technology, incorporating business development, product and platform development, and bid leadership specialising in large Infrastructure projects, Data centres, Terrestrial and Subsea Networks

Jonathan Everest

Engineering Manager

25+ years in the offshore sector, with both offshore and onshore experience of submarine cable and pipeline projects. Specialisation in: Subsea engineering, project planning & reporting, tendering, commercial operations, installation techniques, procedure development and industry QHSE systems.

Tony Razzell

Finance Advisor, APTelecom

Tony has 30 years international telecoms experience, specializing in commercial operations and business modelling across telco, enterprise and government sectors, worldwide. Apart from his core activities around modelling business plans to support debt and equity raises, especially for subsea cables (Total system value >$4.5bn), Tony has modelled analytics in data traffic distribution, data centre and cloud strategies, and smart city build outs.

PhD. Ingrid Puillat

Sensor System Advisor (EMSO-ERIC)

Ingrid brings over 25 years’ experience in ocean observation and Marine European Research Infrastructures. She started her career as a physical oceanographer interested in both coastal and open ocean currents and processes then continued with the coordination of large European research Consortia towards the implementation of marine research infrastructures. She is currently the Director General of the EMSO European Research Infrastructure Consortium that operates the long-term European Multidisciplinary Seafloor and water column Observatory with 27 research institutions in 8 countries since 2016.Robert van Tuinen
Robert brings in years of experience in building IT ecosystems and large infrastructure projects.

Eduardo Parellada

Subsea Industry Advisor

Eduardo brings over 35 years’ experience in large-scale infrastructure projects, including subsea telecommunications and subsea power supply systems, installation project management and engineering. He began his career in commercial diving and progressed to become a Senior Technical Consultant on some of the world’s most significant telecom systems. His expertise is further distinguished by two design patents in subsea cable protection technologies.

Commercial Strategy Advisor

Pamela brings over 25 years of international experience in telecommunications strategy, digital infrastructure deployment and public-policy frameworks, including senior leadership in Latin America, Europe and US.

Lynsey Thomas

Subsea System Advisor

Lynsey has been actively involved in the international subsea industry since 1995. Her extensive background spans multi-discipline infrastructure projects across the entire lifecycle, from initial feasibility and business case development through to design, procurement, installation, commissioning, sales, and ongoing operation and maintenance.
